The angle and surface of any public place be it the roads and stations is a sign of how much money was allocated. I bet the Senate and House have even floors and well-paved driveways. Only when they get old and powerless will they realize they could die going outside. No need for enemies. 14.5 vs 4.8 means 3 ramps, so maybe there is no space. But they could change the one ramp like the walkalator of groceries in malls, and place the disabled in a grocery cart.
