In simple words, flooding is due to excessive rain and too much development on river floodplains. Juan can’t do anything about the weather, flooding has been known even before “climate change” (there are flood myths/stories even before the Bible’s Noah). The second is bad urban planning. Metro Manila is geologically drained by rivers and their tributaries.

Unfortunately, these were the main transport systems aside from food sources (fish and farms), and naturally people building settlements along waterways.

Have you noticed, old houses are built on stilts (may silong ang mga bahay nuon), the closer to rivers, the higher; the main flood control, and effective but forgotten.

Of course, behind bad urban planning are bad population management and overpopulation.

With more “50, 100-year floods” (they are becoming more like “10-, 15-year floods” according to an expert) coming, it seems this problem is beyond solution. Similarly, local and national governments are now flooded with corrupt political families/dynasties.
