good idea. the lgus cant construct a permanent disaster shelter without issues, so there now are buildings for refurbishing. they can make a motels of them if they want the assets not to be idle.

The POGO buildings should be converted to use that would require least retrofit cost, otherwise, it will eat up too much fund.
