The projected 4.5 billion pesos subsidy for this project will add up to the 1.5 trillion pesos shortfall of the country’s budget last year.

It still is an empty promise. The 20 per kilo price is subsidized by public funds and is clearly unsustainable.

The pandemic proved it can be done, take away the middleman, and bring the rice from farmer to consumer. Subsidize the fertilizers and improve warehousing, for years, this has been the solution offered by experts.
