The Department of Education should be held accountable for why students are allowed to graduate even if they have not met basic education standards. Napakasimple ng dahilan, bawal magbagsak ng bobong estudyante, no student left behind – walang iwanan kaya lahat naiwan.

And probably the only reason why the passing percentage in other board exams is higher is because of leakage in some review centers. The government must look into this.

It is reasonable to deduce that the low passing rate of college graduates in government exams is because of poor/failed primary and secondary education.
