BCDA, Korean firms explore deals

The Bases Conversion and Development Authority (BCDA) on Monday said it is eyeing partnerships with two South Korean companies to advance high-impact infrastructure and smart city projects in its properties, particularly in New Clark City, Tarlac, and Poro Point, La Union.

“We are thrilled to collaborate with South Korean firms, as they are recognized as leaders in infrastructure and smart city development,” BCDA President and Chief Executive Officer Joshua Bingcang said in a statement.

“These potential partnerships will play a pivotal role in advancing infrastructure and integrating cutting-edge technologies in New Clark City and Poro Point,” he added.

In meetings held last March, Bingcang, along with Officer-in-Charge Senior Vice President Mark Torres, met with representatives from Moon Engineering Co. Ltd. and Jin Systems Co. Ltd. to explore potential collaboration in airport development and smart mobility solutions.

Moon Engineering, a South Korean engineering and consulting firm, is looking to conduct a feasibility study on the proposed upgrade of the San Fernando Airport in the Poro Point Freeport Zone.

The facility, which is currently limited to chartered flights and training operations, is managed by BCDA subsidiary Poro Point Management Corp.

The planned upgrade would improve the airport’s capacity to handle more commercial flights, which BCDA said could help establish San Fernando as a key transport hub in Northern Luzon and spur more economic opportunities in La Union and nearby areas.

Additionally, the BCDA also engaged with Jin Systems for a possible collaboration on deploying smart mobility solutions in New Clark City.

The initiative would fall under South Korea’s 2025 K-City Network Smart Solution Demonstration Project, which aims to introduce and test Korean smart city technologies abroad.

BCDA said the smart mobility pilot in New Clark City aligns with its long-term vision of building a smart, sustainable, and future-ready metropolis.

The project will integrate green and efficient mass transport systems to improve daily living for residents, workers, and investors.

This collaboration will also leverage Jin Systems’ expertise in smart mobility to test scalable solutions that could support New Clark City’s transformation into a model for smart urban development.
