How in the world is it, that an implementing agency called DPWH is not being DIRECTLY held to account for dysfunctional, or unfinished, or missing projects? The buck must end at DPWH because it is responsible for the design, cost control, quality control, completion, of all projects assigned to it. The AXE of disciplinary action or punishment by the President must fall directly on the DPWH and none other. If the Congress, Senate, or contractor influenced DPWH to do bad, that is [the department’s] doing, and [they] should directly be blamed for it. If this fact is fully comprehended and put into action, DPWH will straighten up and government projects will all be functional.
