And these are predominantly “Cash” programs, which is handy given that flood control cash is going to be in short supply. Creating 1 million ghosts from a population of 117 million should be a piece of cake for experienced practitioners in the dark arts.

“Ayuda” is very good if implemented good. Like poverty alleviation, child allowances , mother’s allowances , supplemental income and there are dozens more… even Transit discounts for low income and poor families and individuals. BUT if greed and lust and factor in nothing is Good..

And no one outside Senate and Congress could guess why DPWH was bloated? Government auditors, statisticians and finance people? How can it be? If the 20 year budgets were graphed in one excel sheet, would it not be obvious? Problems from weather have always been the KPI for politicians ever since. With climate change getting fast and furious, these poorly done and ghost projects reflect the politicians we have these years…substandard and non-performing like their projects.
