Cebu governor calls for ‘unity’ amid ‘slow rehab’ claims in areas hit by earthquake

CEBU CITY—Cebu Gov. Pam Baricuatro on Monday emphasized that the provincial government is not competing with local governments in disaster response, but working alongside them to ensure faster relief and rehabilitation efforts following the 6.9-magnitude earthquake that devastated northern Cebu on Sept. 30

In an official statement titled “A Call for Unity: Serving Cebu, Together,” Baricuatro underscored that their goal is to support and complement the work of local governments in northern Cebu, not to overshadow or outpace them.

“We, in the provincial government, are not here to compete with our local government units. We are here to support you—every LGU, every town, every city—so that we can bring relief, rebuilding, and recovery to every barangay as quickly and effectively as possible,” the statement read.

The governor’s statement came amid criticism from some northern Cebu officials over the supposed lack of a rehabilitation plan a week into the deadly quake.

The province urged leaders and citizens to avoid politicizing disaster efforts and to communicate feedback directly instead of through social media.

Constructive feedback

“If you ever see us moving faster, or slower, we welcome constructive feedback. Please advise us directly rather than airing concerns on social media,” the statement continued. “Political divisions have no place. We must stand together, putting the people first.”

In a separate statement on Monday, Baricuatro stressed: “Our primary goal is rebuilding and rehabilitation—renovating homes, restoring livelihoods, and renewing hope. If at any point you feel we are overstepping, I apologize in advance; my duty is to serve you, not to score political points.”

As of Monday, the provincial government said it has received about P8 million of donations in kind and over P70 million in monetary aid, many of which came from provinces, cities and towns in other parts of the country.

Baricuatro on Monday met Bohol Gov. Aris Aumentado, who personally delivered P5 million in assistance to help fund the ongoing relief operations and initial recovery phase.

Baricuatro said Bohol was among the first responders when the tremor brought northern Cebu to its knees.

Baricuatro assured the affected residents that additional resources and technical support from the Capitol will continue in coordination with the national government and local leaders.

As of Sunday, the Cebu Provincial Disaster Risk Reduction and Management Office reported that the death toll stands at 71, with more than 592 individuals injured. Over 26,140 families remain displaced across Bogo City, San Remigio, Medellin and neighboring municipalities.

Humanitarian groups and private donors have also mobilized aid, providing food packs, tents and medical assistance to evacuation centers.
