Duterte abolished Project Noah, which existed during P-Noy’s tenure. From there, you may plan for future flood management. P-Noy also presented them with a complete strategy, which they rejected.

Seems like no institution is working in the Philippines. Years of corruption and inward-looking passiveness have caught up. The Philippines needs a cultural, moral, and religious revolution.
