DepDev might be missing something because the “plans are floating somewhere above the clouds.”

Even with no corruption, the amount available for education per student is many times lower than that of other countries, and that’s just for 10 years of schooling. Likely the same problem takes place across-the-board, for health care, infrastructure, housing, and so on.
