Who will tell the people in the LGU or in the barangay that they have received funds for so many classrooms? One can’t watch for something one does not know anything about.

The national government should also include the private sector such as PTAs and civil society among the representatives tasked to monitor and conduct review and validation if the building finished fits its construction plan.
