Crude oil composition varies greatly from one geologic region to another … It is not uncommon for oil exporting countries to import crude oil from other countries. It is the taxation policy of the crude oil imports that drove the refineries out of the Philippines.

The government should consider restricting the importation, assembly, and manufacturing of motor vehicles and engines running on diesel fuel to those utilized for construction, manufacturing, public transportation, trucking, shipping and delivery, power generation, and fishing and agriculture. This course of action will relieve the pressure of the unnecessarily high demand for diesel fuel. A side benefit of this will be the improvement of air quality particularly in urban areas.
