Performance vs paperwork: What We Do Matters More Than What We Submit

Artificial intelligence (AI) has changed the rules. Information is everywhere. Answers are instant. Content can be generated in seconds. In this new reality, capability is no longer measured by how much you know—but by what you can actually do.

In my work in monitoring and evaluation, I’ve seen how formal learning shapes people in different ways. Programs vary in design, delivery, and focus. But across all of them, one insight keeps surfacing: capability becomes most visible in performance, especially when learning is supported by strong quality assurance infrastructure—the processes, policies, and systems that help institutions achieve their objectives.

Quality assurance is often associated with documentation, compliance, and alignment. These structures matter because they create stability and support. But underneath all of them, the foundation remains the same: competency. When people perform with clear logic, produce evidence through their output, and show consistency over time, quality becomes visible even without complex mechanisms. In many ways, the way we assess competency becomes the quality assurance itself.

This point was echoed in a recent meeting of the Regional Advisory Board for Engineering Education, Zamboanga Peninsula, where two industry partners shared their experiences with graduates entering the workforce. They emphasized that actual competencies such as problem-solving, adaptability, communication, and the ability to work with real systems often matter more than technical knowledge alone.

One partner highlighted how attitude forms part of competency, especially in how individuals handle feedback, criticism, and workplace concerns. They shared an example of an employee who was simply informed of a minor issue and resigned the next day. Another partner explained how industry is deeply focused on results. In fields like welding, work is evaluated based on cleanliness, adherence to standards, and overall quality control. They expect graduates to be genuinely skilled, not just knowledgeable, because the output itself reveals whether competence is present.

Learning outcomes remain the starting point for defining competency, but they are only the beginning. Competency becomes visible not in the statement of outcomes, but in how people apply knowledge, respond to challenges, and produce consistent results. In the end, performance reveals whether learning outcomes have truly been achieved.

These reflections reinforced a simple truth: we should evaluate performance, not paperwork.

And here’s the part that tends to surprise people: Competency does not depend on where you learned. Formal, nonformal, informal. It only asks: Can you deliver?

This is why I’ve come to appreciate a simple way of looking at capability: competence, innovation, and social impact. Competence shows reliability. Innovation shows the ability to improve or create. Social impact shows the ability to contribute beyond oneself. These are the dimensions where human capability stands out judgment, creativity, initiative. Qualities AI cannot replace.

As AI accelerates, the value of human capability shifts from producing information to applying it meaningfully. The industry is no longer impressed by what you know. It is impressed by what you can do with what you know.
