Talk of the Town: Lack of El Niño preparedness
Comment on “Lack of El Niño preparedness,” (Editorial, 4/22/24) via www.inquirer.net:
When there is a typhoon, water is wasted causing floods when all dams are flood- control infrastructure if properly operated. It takes six to 10 years from planning to operation of major water resource projects. There is no such thing as an action without any positive and negative impacts. Aside from the physical infrastructure, information, and management tools are needed in order to manage the system properly. Last and the most important is to professionalize. It was shocking to read in the newspaper that the dam was not intended for flood control when in fact it was clearly stated in various technical reports that one of the purposes of the dam is for flood control.
