12-MW waste-to-energy plant to rise in Clark

Uttamenergy Ltd. is the latest Indian company to make a significant investment in the Philippines, unveiling plans to develop a $70-million (or P4-billion) waste-to-energy facility in New Clark City.
In a statement on Thursday, the Bases Conversion and Development Authority (BCDA) said that the engineering firm intends to develop what is considered the most advanced waste-to-energy facility in the Philippines.
The planned project, which will be built at a four-hectare site in Capas, Tarlac, will process 600 metric tons of municipal solid waste daily and generate electricity at 12 megawatts (MW) of. This is enough to energize more than 10,000 homes.
The project is covered by a 25-year lease and renewable for a maximum of 25 years. Construction will start within two years from the effective date, while commercial operations will begin within three years of contract signing.
A consortium that consists of Uttamenergy, Global Heavy Equipment and Construction Corp., and ATD Waste-to-Energy Corp. will develop the facility.
“This investment delivers direct national value and reinforces our transition to clean energy, supports modern waste management for cities, and brings high-impact foreign capital into one of the Philippines’ most strategic growth areas,” BCDA president and CEO Joshua Bingcang said.
According to the BCDA, the WTE plant will use German-engineered Enviropower technology from MARTIN GmbH for high-efficiency, low-emission waste combustion.
