BCDA, AMA Land eye housing venture in New Clark City

The Bases Conversion and Development Authority (BCDA) on Friday said it has partnered with the Aguiluz-led AMA Land, Inc. to conduct a sustainability study for a potential housing project in New Clark City.
The BCDA said a memorandum of understanding was signed on June 13. This is as part of broader efforts to expand affordable housing options in the area.
“Together, we will explore how to design homes that are not just affordable, but well-connected, climate-resilient and empowering homes that allow working families to live near jobs, education and opportunity,” BCDA president and CEO Joshua Bingcang said in a statement.
Bingcang said the partnership will serve as a framework for feasibility studies and business case preparation for a planned affordable housing development in the rising smart metropolis.
Under the agreement, AMA Land will lead the conduct of site assessments, feasibility studies and the formulation of the business case.
AMA Land is also expected to submit recommendations centered on sustainability, accessibility and inclusivity. The goal is to offer a mix of housing options suitable for a range of income levels and household sizes.
The BCDA said the initiative fits with its broader push to establish New Clark City as the Philippines’ first smart, green and disaster-resilient metropolis.
The state firm said the planned housing venture also aligns with the Marcos administration’s efforts to narrow the housing gap, as outlined in the Philippine Development Plan 2023 to 2028.
Additionally, the possible project would complement other projects under the “Pambansang Pabahay Para sa Pilipino Program.” 4PH targets the development of livable and inclusive communities across the country.
In July 2023, BCDA also signed an MOU with the Department of Human Settlements and Urban Development for a joint housing effort under 4PH.
Earlier this year, it also inked a lease contract with South Korea-based Saekyung Unitless Co. and local contractor Sta. Clara International Corp. for a 6.1-hectare housing development in New Clark City. This is supported by the Korea Overseas Infrastructure and Urban Development Corp.
That project, valued at P4.8 billion, will feature 3,320 housing units, some of which will be allocated as subsidized homes under the government’s flagship housing program.
