BCDA taps K-Water for New Clark City, Camp John Hay
The Bases Conversion and Development Authority (BCDA) on Tuesday said it has teamed up with the Korea Water Resources Corp. (K-Water) to develop comprehensive water resource plans for its assets in Tarlac and Baguio City.

Based in Daejeon, K-Water is a state-run firm that specializes in the construction, operation, and management of facilities for the comprehensive use and development of water resources in South Korea.
Through separate memorandums of understanding signed with BCDA, K-Water was tapped in relation to water resource related efforts in the Philippine agency’s properties at New Clark City and at Camp John Hay.
“K-Water has been at the forefront of water development for industrialization and economic prosperity,” said Joshua Bingcang, BCDA president and chief executive officer.
In a statement, Bingcang emphasized the importance of forging partnerships with South Korea, which he described as a pioneer in innovating technology for addressing the climate crisis.
For his part, K-Water vice president Song Yon Han expressed his enthusiasm for the partnership and their desire for the collaboration to “celebrate cooperative effort and to foster continuous cooperation.”
The BCDA said that the two MOUs serve as confirmation of a collaborative study for New Clark and John Hay, adding that it will ensure that results will provide insights on the subject.
This includes smart water supplies and sewage monitoring systems.
Further, the BCDA said that K-Water is aiming to provide a consolidated report of their findings by December of this year.
