Bidding for Dumaguete airport deal fails

The New Dumaguete Development Airport project might encounter some delays after the bidding for its consultancy services for the airport design did not prosper as the sole bidder failed to meet all the requirements.

In a recent notice, the Department of Transportation (DOTr) said the Centralized Bids and Awards Committee had declared a failure of bidding for the procurement of consultancy services.

The Inquirer learned that only one bidder—a joint venture of Korean companies—threw its hat into the ring.

However, it was not able to submit a document containing the technical proposal form which outlines the project’s team composition and task assignments, among others.

The consortium comprises Incheon Airport Corp., Keunjung Architects & Engineers, Yooshin Engineering and Ilshin Engineering.

The Incheon Airport Group manages South Korea’s biggest international gateway, which handles 77 million passengers annually. It is also part of the San Miguel Corp.-led New Naia Infra Corp., which won the P170.6-billion Ninoy Aquino International Airport rehabilitation project earlier this year.

The schedule for the reopening of the bidding process is yet to be determined. The consortium may participate again if ever.

The DOTr wants to replace the existing Dumaguete-Sibulan Airport in anticipation of passenger volume growing to 2.5 million by 2038. It can handle up to 800,000 passengers as of now.

While it is only serving domestic flights at present, the new airport is envisioned to accommodate international routes as well.

For this project, the DOTr is working with the Export-Import Bank of Korea, which will extend a total loan of $255.72 million for the project.
