BIR to roll out 6 digital projects in 2027
The Bureau of Internal Revenue (BIR) has lined up six projects for rollout or implementation in 2027 under its broader digital transformation programs covering taxpayer services, tax systems and internal operations.
These projects form part of the BIR’s strategic plan for 2026 to 2028, which covers a five-point agenda including digital and data transformation, audit reform and accountability, revenue collection and revenue base protection, employee empowerment and service excellence.
Among the projects slated for full rollout next year is the online submission facility under the Taxpayer Portal, which will allow taxpayers to electronically submit required attachments.
The BIR also plans to roll out the enhanced Project 230X to Metro Manila and the Large Taxpayers Service. The system is designed to capture transactions subject to withholding tax, generate creditable withholding tax certificates, facilitate electronic filing and payment, and produce reconciliation and discrepancy reports.
Another tax system set for implementation is the Online Application for Value-Added Tax Refund, which will allow taxpayers to file VAT refund applications and supporting documents electronically, monitor the progress of their applications and receive status updates.
For its internal operations, the BIR is targeting a pilot rollout of the Human Resource Information System to centralize employee information and support the bureau’s human resource processes and decision-making.
The Document Tracking and Management System is also scheduled for full implementation at the BIR’s National Office next year, while the Procurement, Payment and Inventory Monitoring System is set for implementation after testing and fixes of its three modules.
Beyond these six projects, the BIR’s digital roadmap includes the expansion of its electronic invoicing system, with the second phase of taxpayer onboarding planned for 2027 to include remaining large taxpayers, large taxpayers covered by the Ease of Paying Taxes law and registered business enterprises.
Another project set for expansion is the Integrated Electronic Filing and Payment System, which is targeted to include other tax returns next year.
Meanwhile, the Swiss Challenge and selection of a private proponent for the Internal Revenue Stamp Integrated System are also expected in 2027.
