DOE suspends auction for offshore wind projects

The Department of Energy (DOE) has temporarily put on hold the fifth round of the Green Energy Auction Program (GEA-5) for offshore wind as it recalibrates the auction framework to better align projects with infrastructure, regulatory and implementation requirements.

In a statement, the DOE said the review aims to ensure the country’s first offshore wind auction proceeds under stronger conditions, with clearer interagency coordination and greater implementation readiness.

“The activities under the auction have been temporarily placed on hold while the DOE, together with concerned government agencies and relevant stakeholders, completes a comprehensive review of the program’s implementation framework,” the agency said.

According to the DOE, the recalibration seeks to better match auction requirements with actual project development conditions, including infrastructure readiness, regulatory processes, transmission capability and overall project deliverability.

The department noted that offshore wind development requires close coordination among multiple government agencies, citing the need to address port availability and capacity, transmission infrastructure, environmental and tenurial requirements, auxiliary and onshore support facilities and realistic project implementation schedules.

As part of the review, the DOE said it would examine whether port capacity, scheduling and utilization are aligned with offshore wind project timelines. It will also clarify environmental, tenurial and other regulatory requirements, including applicable fees and compliance obligations.

The agency will likewise develop appropriate arrangements for auxiliary and onshore facilities supporting offshore wind projects and conduct technical evaluations and transmission capacity simulations to determine how much offshore wind capacity the power system can reliably accommodate and when it can be integrated.

The recalibration will also cover stricter project-readiness validation, delivery schedules, post-auction requirements and award conditions, as well as clearer procedures for supplemental submissions, updated requirements and the revalidation of previously submitted documents, where necessary.

The outcome of the review will guide amendments and supplemental provisions to the GEA-5 terms of reference to ensure awarded capacities are backed by practical, coordinated and implementation-ready arrangements.

The department said it would announce the revised auction schedule, along with any changes to the scope, parameters and requirements of GEA-5, once the technical validation, inter-agency coordination and amendments to the terms of reference have been completed.

The DOE said it remains committed to advancing offshore wind as a key pillar of the country’s renewable energy strategy, adding that a stronger and more implementation-ready GEA-5 framework is expected to attract quality investments and accelerate the delivery of reliable, sustainable and affordable clean energy.
