Local gov’t e-business one-stop shops gaining ground

The Anti-Red Tape Authority (Arta) has verified four more local government units (LGUs) to have established their own electronic business one-stop shops, bringing the government agency halfway toward its goal to reach 120 compliant LGUs this year.

In a recent statement, the ARTA said that municipalities of Mambajao, Catarman, Sagay and Mahinog in the province of Camiguin had all received their plaques of commendation and seal of compliance on Aug. 20.

“Your commitment to streamlining government processes and embracing digital transformation is not merely a compliance to the Ease of Doing Business Law but a resounding affirmation of President Ferdinand R. Marcos Jr.’s vision for a Philippines that is efficient, accessible, and investor-friendly,” Arta Secretary Ernesto Perez said.

With this, Arta said that Camiguin made history as the first province in the Philippines to have all its LGUs compliant with the electronic business one-stop shop mandate.

The establishment of an eBoss is a mandatory requirement under Republic Act No. 11032, more commonly referred to as the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018.”

Under the law, an eBOSS must feature a unified application form, online uploading of required documents and allow the issuance of electronic tax bills or order of payment.

It must also allow the issuance of a valid electronic permit that has the same level of authority as a hard copy, an integrated online payment feature and a link connecting to a physical courier to deliver permits, added the anti-red tape body.
