PPP projects rack up P2.81-trillion pipeline
A total of 251 public-private partnership (PPP) projects worth a combined P2.81 trillion are in the government’s pipeline heading into 2026, marking a strong year for both national and local projects.
Earlier this week, the PPP Center announced it has approved 124 projects in 2025. This nearly doubled the 127 projects already in the pipeline as of December 2024.
The increase came during the first full year of implementing the PPP Code of the Philippines or Republic Act No. 11966. Its implementing rules and regulations were approved in April 2024.
Of the pipeline, 166 projects are national while 85 are local. Also, 194 projects were solicited, while 57 were unsolicited, according to the PPP Center.
Contracts for thirteen projects were awarded in 2025, comprising 11 local and two national initiatives.
These included the National Single Window through an Integrated Trade Facilitation Platform Project. This is aimed to streamline and digitize import, export and trade-related regulatory processes. It is the first project to be processed fully under the PPP Code.
Other projects cover sectors such as transport, water, traffic management and health. These include the Bataan Single Ticketing System, South Luzon Integrated Terminal Exchange, Mangatarem Water Supply System in Pangasinan and the Palayan City Hospital PPP project in Nueva Ecija.
The number of projects from nontraditional sectors are also on the rise, according to the PPP Center
“The number of submitted unsolicited proposals from the private sector are rising, especially from nontraditional sectors like information and communication, energy, property development and health,” the agency said.
These projects add to those already under implementation monitoring by the PPP Center. These now total at 288, comprising 184 national and 104 local projects.
For projects under implementation, the PPP Center supports implementing agencies by tracking performance, identifying risks and bottlenecks and facilitating coordination from contract signing through operations.
As of Dec. 21, the Center said it had received 98 unsolicited proposals from the private sector. Of these, 31 have been completed and endorsed to implementing agencies for evaluation.
The status and progress of PPP projects can be monitored in real time through the PPP project dashboard.
This has logged 46,742 views from over 22,503 unique users since its launch last April.
By the third quarter of 2026, the Center said the dashboard will be integrated into the project information and management system. This will enable the public to track progress, manage documents and monitor contractual and legal compliance of PPP projects.
