Razon, Ang groups lead waste-to-energy bids

Companies backed by tycoons Enrique Razon Jr. and Ramon Ang are among the nine groups on track to secure contracts through the government’s special auction for waste-to-energy (WTE) projects, the Department of Energy (DOE) said.

The DOE on Tuesday identified the potential winning bidders, with the auction round logging a combined offer capacity of 428 megawatts (MW) across 12 projects.

The offered capacity was higher than the DOE’s installation target of 400 MW.

Pan Pacific Renewable Power Phils. Corp., an associate of Ang-led San Miguel Global Power Holdings Corp., proposed two projects in Cavite and Navotas with capacities reaching 34 MW and 80 MW, respectively.

Razon-led Prime Integrated Waste Solutions Inc. offered a 23-MW WTE project located in Luzon.

Other groups that may secure contracts include Manila Integrated Environment Corp., Lecra Eco Sustain Philippines Inc., International Solid Waste Integrated Management Specialist Inc., Forza Development Corp., North Maharlika Energy Corp., San Mateo Sanitary Landfill and Dev. Corp., and the City Government of Davao.

The companies still need to complete the prescribed postauction requirements before they can obtain their certificates of award.

In May, the Energy Regulatory Commission said the approved green energy auction reserve (Gear) price for WTE projects under a special power auction is P9.2959 per kilowatt-hour (kWh).

The Gear price serves as the maximum allowable bid rate in pesos per kWh.

Energy Secretary Sharon Garin said in a statement this first WTE auction opens new opportunities to turn municipal solid waste into a productive energy resource.

“It is an important step toward encouraging investments that can support electricity supply while helping communities address growing waste management challenges,” Garin added.

WTE is the process of converting nonrecyclable waste into electricity or fuel.

Under the DOE guidelines, only projects using municipal solid waste as fuel, without mixing it with other fuel sources, may be considered in the auction.

The commercial operations of these projects are eyed between September 2028 and March 2029.
