2 cops file sex charges vs Marikina lawmaker

Two female police officers assigned to secure Marikina Rep. Marcelino “Marcy” Teodoro have filed criminal complaints against him for acts of lasciviousness and rape by sexual assault.

Teodoro, however, denied the allegations against him which he described as a “politically motivated attack” as he also called for an investigation.

The Marikina City police said in a statement on Thursday that the two policewomen have been reassigned to Camp Crame, the Philippine National Police national headquarters, “for their safety and well-being.”

They added in a statement that they “fully respect due process and uphold the rule of law” as they also assured the public that the PNP remains “professional, neutral and committed to supporting our personnel while letting the proper authorities handle the case.”

In a press release dated Sept. 23 but released to reporters only on Thursday, the Department of Justice (DOJ) confirmed that two complaint-affidavits had been filed before the National Prosecution Service against Teodoro for alleged violations of the Revised Penal Code.

Assessment of evidence

One complainant accused him of violating Article 336 (acts of lasciviousness) while the other claimed he committed both acts of lasciviousness and rape by sexual assault against her, a violation of Article 266-A(2).

Both police officers served as Teodoro’s close-in security at different times. One of them used to be assigned to his wife, incumbent Marikina Mayor Maan Teodoro.

The DOJ said the cases will undergo case build-up and legal evaluation to determine the sufficiency of evidence against Teodoro before any preliminary investigation can be conducted.

“The respondent will be afforded full due process,” it added while noting that the identities of the complainants were being withheld to protect their privacy and security.

“The Department reiterates its commitment to act impartially and to pursue all cases strictly on the basis of evidence and law,” DOJ spokesperson Jose Dominic Clavano IV said.

Teodoro, who served as Marikina mayor for three consecutive terms from 2016 to 2025 before being elected to Congress, called the accusations against him “malicious and untrue.”

“Their allegations have no basis and are fabricated with the intent to destroy my reputation,” he said in a statement.

‘Orchestrated forces’

Teodoro described the complaints as a “politically motivated attack” and said there appeared to be “orchestrated forces” behind the release of the allegations. “The attacks against me are nonstop—I have become pitiable,” he said.

According to the lawmaker, he has yet to receive copies of the formal complaints and has no complete details about the allegations. “An allegation cannot be considered evidence,” he added, noting that DOJ Circular No. 20 (2023) requires case build-up and legal evaluation to determine sufficiency of evidence before any preliminary investigation.

Teodoro called for “an impartial, transparent, and open investigation” to protect his reputation.
