DPWH: 31 major roads in Luzon, Visayas still impassable
Strong winds and heavy rainfall brought by Supertyphoon “Uwan” (international name: Fung-wong) have left impassable 31 national roads across different regions in Luzon and Visayas while there is limited access to eight others, according to the Department of Public Works and Highways (DPWH).
At the same time, 132 areas across three regions remain flooded due to Uwan’s rains as of Monday morning, the National Disaster Risk Reduction and Management Council (NDRRMC) reported.
Of the 132 areas, 125 are in Bicol Region, five in Western Visayas and two in Northern Mindanao, the NDRRMC added.
The waters in four areas in Zamboanga Peninsula and one in Caraga, Mindanao, however, have started receding while flooding in nine areas in Western Visayas and two in Caraga has subsided.
But the DPWH reported that as of Monday morning, the following roads remain temporarily closed due to ongoing clearing operations:
Bicol region
Maharlika Highway sections in Camarines Norte due to uprooted trees; Daet Airport Road in Camarines Norte due to fallen electrical posts; Daet-San Vicente-San Lorenzo Circumferential Road 1 (intermittent sections) in Camarines Norte due to uprooted trees;
Daet-San Vicente-San Lorenzo Circumferential Road 2 (intermittent sections) in Camarines Norte due to uprooted trees; R. Andaya Highway in Barangay Panaytayan, Ragay in Camarines Sur due to flooding;
Sipocot-Cabusao Road in San Isidro, Sipocot, Camarines Sur due to flooding; Panganiban Road in Triangulo, Naga City, Camarines Sur due to flooding;
Jct. Teres–Garchitorena Road in Camarines Sur due to flooding; Speaker Arnulfo “Noli” Fuentebella Road in Camarines Sur due to flooding;
Maligaya–Caramoan Road in Barangay Tabgon, Camarines Sur due to flooding; Tigaon-Goa-San Jose-Lagonoy-Guijalo via San Vicente Road (Tigaon-Lagonoy section) in Camarines Sur due to flooding;

Cabagan–Sta. Maria Overflow Bridge in Barangay Casibarag Norte in Cabagan and Mozzozzin in Sta. Maria, both in Isabela due to high water elevation;
Nueva Vizcaya–Pangasinan Road in Sta. Fe, Nueva Vizcaya as a precautionary measure;
Cagayan–Apayao Road, Itawes Overflow Bridge 1 and 2, Maguilling, Piat in Cagayan due to high water elevation; and
Basco–Mahatao-Ivana Uyugan-Imnajbu Road, at Barangay Imnajbu in Batanes due to damaged temporary road.
Cordillera Administrative Region
Apayao (Calanasan)–Ilocos Norte Road (Tanglagan River) in Barangay Tanglagan, Calanasan, Apayao due to high water elevation;
Kalinga–Abra Boundary Road in Bissong, Salegseg, Balbalan in Kalinga due to soil/rock collapse; and
Abatan-Mankayan-Cervantes Road, Pabileng, Tabio, Mankayan in Benguet due to soil collapse.

Central Luzon
Baler-Casiguran Road (Baler-Dinadiawan section), sections in Barangay Gupa, Dipaculao in Aurora due to storm surge and debris from structures; and
Sagana Bridge Detour Road along Jct. Tablang–Gabaldon Road in Barangay Sagana, Laur in Nueva Ecija due to damaged detour road.
Ilocos region
Pangasinan–Nueva Vizcaya Road in Pangasinan as a precautionary measure.
Calabarzon

Naga City Boundary-Calabanga Balongay Road in Barangay Sta. Lucia, Magarao and Barangay San Roque, Bombon in Camarines Sur passable to heavy vehicles only due to flooding;
Naga City-Carolina-Panicauson Road in Barangay Pacol, Naga City, passable to heavy vehicles only due to flooding; and
Catanduanes Circumferential Road, intermittent sections in Catanduanes, passable to heavy vehicles only due to flooding.
Eastern Visayas
Maharlika Highway, Bridge in Barangay Mahayahay, Maac Bridge I in Barangay Maac, Sogod, and Nahulid Bridge in Barangay. Nahulid, Libagon in Southern Leyte, passable to light vehicles only due to scouring on bridge;
Poblacion Trujillo Road, Barangay Manuel P. Quezon in Bobon, Northern Samar, passable to heavy vehicles only due to flooding; and
Bugko-Nenita-Mirador-Cagpanit-an-De-Maria-San Jose Road, Sitio Canawa, Barangay Mirador in Mondragon Northern Samar, passable to light vehicles only due to fallen utility post.
Cagayan Valley
NRJ Villa Sur-San Pedro-Cabua-an-Ysmael-Disimungal Road in Quirino, passable to heavy vehicles only due to flooding.
Calabarzon
Calamba-Sta. Cruz-Famy Jct. Road in Laguna, passable to heavy vehicles only due to flooding.
The DPWH said it has deployed 9,405 personnel and 1,603 pieces of equipment for clearing operations, particularly on major roads crucial to transporting relief goods and emergency assistance.
Meanwhile, the Metropolitan Manila Development Authority (MMDA) said that no major flooding occurred in the National Capital Region (NCR) despite Uwan’s heavy rains.
“No major flood incident in the NCR was reported [to] the Emergency Operation Center,” the MMDA said in a Facebook post on Monday. “Sharing wrong information could cause confusion and panic among the public,” it added.
It made the clarification after videos came out on social media supposedly showing heavy flooding in Metro Manila. The MMDA, however, said the videos had been taken previously. —WITH A REPORT FROM JOHN ERIC MENDOZA
