Harnessing storms: From deluge to water assets
The Philippines does not lack water. It lacks the systems to capture it.
Last November, torrential rains struck Luzon, flooding Bulacan, Pampanga, Nueva Ecija, Tarlac, and parts of Metro Manila. Waters rose from ankles to chest-deep within minutes, stranding families on rooftops as streets became rivers.
The outrage that followed was compounded by the flood control scandal—with allegedly over a trillion pesos lost to ghost projects and defective structures. Public funds meant to protect communities had, in effect, vanished.
Far south, Cebu suffered two blows in quick succession. A strong earthquake damaged 186,000 homes and an estimated P16 billion in infrastructure, fracturing pipelines and disabling pumping stations. Days later, a typhoon triggered the province’s worst flash floods on record, inundating communities that had never flooded before.
In Mandaue, Consolacion, and Liloan, waters rose so fast that evacuation was nearly impossible. What followed was the cruelest irony: a province drenched by record floods went waterless.
With pipelines cracked and pumping stations down, millions endured hourslong queues with buckets and containers. Hospitals rationed supply. Businesses trucked in water. Entire barangays went dry—despite having just been underwater.
Systemic failure
Two disasters, hundreds of kilometers apart, revealed a single systemic failure. Luzon drowned in its own infrastructure scandal. Cebu suffered its highest floods on record, then ran out of water.
The problem is not too much rainfall. It is the absence of systems to capture, store, and distribute it when it matters.
The Philippines receives more than 2,400 millimeters of rainfall annually—among the highest on earth. A single strong typhoon delivers more freshwater than Metro Manila or Cebu could consume in a year.
Yet the country’s total usable water storage amounts to only 12 billion cubic meters—roughly a third of Vietnam’s per capita storage. Because we fail to store water when it arrives, we suffer every extreme: floods during storms, shortages during El Niño, groundwater collapse from over-pumping, and service breakdowns during disasters.
What we need is a national typhoon water capture and utilization strategy: Capture surplus water during storms so communities have enough during droughts, earthquakes, and calamities.
The required interventions are already proven in other countries. Off-river reservoirs in the Sierra Madre could intercept runoff and ease Luzon floodplain flows, as Taiwan and Thailand have done. Managed aquifer recharge could channel Cebu stormwater into its depleted underground formations, as Jakarta and Chennai have demonstrated.
Flood diversion tunnels—like in Tokyo, Kuala Lumpur, and Singapore—could direct excess flows to controlled basins, bypassing the surface infrastructure vulnerable to corruption. Underground works are difficult to ghost. Cebu needs earthquake-rated pipelines, redundant pumping stations, and emergency desalination capacity.
A Visayas water grid linking water-surplus provinces to water-scarce ones could distribute risk across the region.
Governance reform
None of this succeeds without governance reform. More than 30 agencies currently share water jurisdiction, guaranteeing the fragmented accountability that allowed the flood control scandal to proliferate. The country must fast-track a Department of Water Resources and Regulatory Commission with genuine authority, paired with a National Water Security Act that mandates harvesting targets, protects recharge zones, streamlines permits, and requires basin-based planning.
No country can industrialize with an unreliable water supply. Manufacturing, food processing, and semiconductor fabrication all depend on it. Export investors do not build facilities in provinces where a typhoon or earthquake can cut water service for weeks.
The families who queued with buckets in post-flood Cebu were not only disaster victims—they were a signal to every investor evaluating this country: that the gap between abundant rainfall and reliable supply remains wide, costly, and unresolved.
Bridging that gap is not a welfare expenditure. It is the precondition for adequate water supply for every Filipino and the industrial economy the Philippines has long been trying to build.
