Marcos revamps Palace legislative liaison office

President Marcos has issued Executive Order (EO) No. 90, reorganizing the Presidential Legislative Liaison Office (PLLO) to streamline and rationalize its functions consistent with the administration’s rightsizing policy.
According to EO 90, inked by Marcos on July 16, the PLLO will now be under the supervision and control of the Office of the Executive Secretary (OES) as one of the units of the Office of the President (OP) Proper.
The order abolishes the position of the Presidential Adviser on Legislative Affairs (Pala).
“The PLLO shall be headed by an undersecretary who shall be assisted by two Assistant Secretaries, one for the Senate and one for the House of Representatives,” the EO said.
EO 90 cites the need to reorganize the PLLO to enable the office “to more effectively and efficiently deliver the President’s legislative agenda for the country.”
The relevant mandates of the PLLO’s Administrative, Financial and Management Division will be performed by the Office of the Deputy Executive Secretary for Finance and Administration (Odesfa) and the Office of the Deputy Executive Secretary for Support Services and Auxiliaries (Odesssa), upon the effectivity of the order.
Under evaluation
“For this purpose, and in accordance with their respective mandates, the [Odesfa] and [Odesssa] shall ensure the proper turnover of records, properties, and resources of the PLLO to the OP Proper, subject to relevant laws, rules and regulations,” the order said.
EO 90 authorizes the executive secretary to assess and evaluate the organizational structure, staffing pattern and the corresponding qualification standards for all positions in the PLLO.
The executive secretary may also implement personnel actions and reorganization measures, as well as craft the organizational structure and staffing pattern of the PLLO.
The PLLO and its existing personnel will continue to operate and function under their existing mandates, “in the exigency of service, and pending approval of the new organizational structure and staffing pattern,” based on EO 90.
The funds necessary for the implementation of the Order will be taken from the PLLO’s budget, subject to relevant budgeting, accounting and auditing rules and regulations.
The subsequent funding requirements will be included in the budget proposal of the OP, subject to the usual budget preparation process.
The PLLO was established in 1987 to promote presidential initiatives, act as a conduit between the OP and the individual members of Congress, serve as the Pala, and monitor the progress of Administration bills.
In 2022, EO 11 was issued, placing the PLLO under the supervision and control of the Office of the Special Assistant to the President as part of streamlining the administrative structure of the OP.
