Overwhelming number of Filipinos vouch for social welfare programs–SWS, Pulse Asia

A great majority of Filipinos believe that the government’s social welfare programs are helpful to the poor, according to recent Social Weather Stations (SWS) and Pulse Asia surveys commissioned by the Stratbase Group.

The SWS survey, conducted from January 17 to 20, asked 1,800 respondents about their awareness of the government’s social welfare programs and whether they found them helpful to underprivileged Filipinos.

According to the results, over 93 percent of Filipinos were aware of the Pantawid Pamilyang Pilipino Program (4Ps). Ninety percent of Filipinos found it helpful, with 66 percent saying it was “very helpful” and 24 percent considering it “somewhat helpful.”

It was followed by the Tulong Paghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program, which had 84 percent awareness among Filipinos. Results showed that 88 percent of Filipinos considered the program helpful, with 51 percent saying it was “very helpful” and 37 percent saying it was “somewhat helpful.”

For the Ayuda sa Kapos ang Kita Program (AKAP), 70 percent said they were aware of it. Around 81 percent said it was beneficial, with 42 percent rating it as “very helpful” and 39 percent rating it as “somewhat helpful.”

The government’s Walang Gutom Program (WGP) only had 32 percent awareness but received a rating of 81 percent with regards to being helpful to the underprivileged, with 48 percent saying it was “very helpful” and 33 percent saying it was “somewhat helpful.”

The Assistance to Individuals in Crisis Situations (AICS) program of the government only had 34 percent awareness, but 80 percent found it helpful to the underprivileged. Of this number, 42 percent found it “very helpful,” while 38 percent found it “somewhat helpful.”

The SWS survey had a plus-or-minus 2 percent margin of error.

Pulse Asia survey

For the Stratbase Group-commissioned Pulse Asia survey, which was conducted from January 18 to 25, 2025, the polling body asked 2,400 respondents about the helpfulness and benefits of 4Ps, AKAP, and TUPAD for Filipinos in the lower social class.

Results showed that 82 percent of Filipinos believed that the 4Ps program improves the financial stability of the lower social class, 9 percent believed the program worsened it, and 9 percent stated that they “cannot say.”

Similarly, 82 percent also believed the TUPAD program was beneficial to the overall well-being of Filipinos by providing livelihood and ensuring employment, 8 percent believed otherwise, while 9 percent said that they “cannot say.”

About the helpfulness of AKAP, 81 percent said they find it helpful, 10 percent said they do not find it helpful, and 9 percent “cannot say.”

The Pulse survey also had a plus-or-minus 2 percent margin of error.
