SALNs out: Mark Villar net worth at P1.26B; Raffy and wife, P1.05B
More senators have disclosed the extent of their wealth following the Ombudsman’s decision to reverse the previous policy by lifting restrictions on public access to statements of assets, liabilities, and net worth (SALNs) of government officials.
Sen. Mark Villar declared the highest net worth among the 24 members of the chamber, at P1.26 billion as of Dec. 31, 2024. His younger sister, Sen. Camille Villar, reported a net worth of more than P362 million as of June 30, 2025.
Both siblings, whose family has grown a diversified business empire primarily in real estate and retail, listed no liabilities. The Villars own the publicly listed property developer Vista Land and Lifescapes Inc.
Sen. Raffy Tulfo and his wife, ACT-CIS party list Rep. Jocelyn Tulfo, declared a joint net worth of P1.052 billion in their SALN as of December 2024, putting them among the wealthiest lawmakers in the 20th Congress.
Among their listed assets included real estate worth over P376.8 million, bank accounts amounting to more than P288 million, and several vehicles, some of which were bulletproofed, including a 2024 Cadillac Escalade, 2020 Lexus LX450D and 2016 Mercedes Benz AMG G63.
Tulfo also declared business interests in production firms RW Productions Inc., Idol Network Philippines Inc. and Raffy Tulfo in Action Foundation Inc.
The Tulfos listed no liabilities in their joint SALN.
Tulfo’s brother, Sen. Erwin Tulfo, declared a net worth of P497 million.
His total assets, including cash in banks, shares of stocks, vehicles, and firearms amounted to P656.3 million, while his liabilities were at P159.3 million.
Varied businesses
Senate Majority Leader Juan Miguel Zubiri has a total net worth of P431.77 million as of Dec. 31, 2024.
His total assets amounted to P631.78 million, while his liabilities amounted to a little over P200 million.
Senate President Pro Tempore Panfilo Lacson declared a net worth of P244.9 million as of June 30, 2025.
He had total assets amounting to P256.7 million, while his liabilities amounted to P11.8 million.
Lacson has business interests in Megastar Agri-farming Corp., San Pedro Calungsod Medical Center, Solarestate Marketing Corp., and Southseas Agri-Aqua Ventures Inc.
Sen. Manuel Lapid disclosed that he has a net worth of P202 million, with assets at P294.3 and liabilities at P92.3 million.
He has financial connections with Walmart Construction Supply, MTL Enterprises, Marissa Hall, and Capital Win LLC.
Sen. JV Ejercito declared a net worth of P137 million as of Dec. 31, 2024.
His assets, including real properties, motor vehicles, investments in club shares and shares of stocks, were valued at over P179 million, while his liabilities were worth P41.9 million.
Ejercito has business interests in Buildworth Dev’t Corp, Meiji Incorporated, GTWJ Food Corp, among others.
Sen. Pia Cayetano declared a net worth of P128.2 million.
Her total assets were worth P151 million, while her liabilities were valued at P22.79 million.
She has business interests in Sanpil Holdings Corp., Tagaytay Midlands Golf Club Inc., Pateros Development Corp., the Palm Country Club, and Splendido Taal, among several others.
Chiz declares P18.8M
Sen. Francis “Chiz” Escudero disclosed that his net worth amounted to more than P18.8 million as of Dec. 31, 2024, declaring real properties that were acquired by succession and over P11.7 million cash in bank.
He also listed several vehicles, including a 1995 Range Rover Classic, a 1969 BMW 1602, a 1969 Volkswagen Beetle, a 1978 Mercedes Benz 280SE, and 1987 Mercedes Benz S60SL among his personal assets.
Escudero declared business interest in a law firm where he was listed as a partner.
Joel’s firms redacted
Sen. Jinggoy Estrada released his SALN showing a net worth of P221.2 million as of Dec. 31 last year.
He has total assets amounting to P252.68 million, while his liabilities were valued at P31.4 million.
Estrada has business interests in S-E-N-J-I Corp. and JELP Real Estate Dev’t Corp.
Sen. Joel Villanueva declared a net worth of P49.505 million, with assets worth P72.5 million.
Villanueva and his wife Gladys declared business interests in several firms but the names of these companies were redacted from the copy released to the media.
Sen. Bam Aquino disclosed that he has a net worth of P86.55 million and listed no liabilities.
Sen. Loren Legarda has a total new worth of P79.2 million as of Dec. 31, 2024, with total assets of P100.7 million and liabilities of P21.5 million.
Sen. Francis Pangilinan has also released his SALN, where he declared a net worth of P26.738 million as of June 30, 2025.
Pangilinan has personal properties worth P20.886 million, real properties of P5.852 million, and no declared liabilities.
He has business interest and financial connections with Sweet Spring Country Farm Corp. and FRD Food and Spices Inc.
Senate President Vicente Sotto III, Senators Sherwin Gatchalian, Risa Hontiveros and Robinhood Padilla earlier released their SALNs.
Senators Alan Peter Cayetano, Ronald “Bato” dela Rosa, Christopher “Bong” Go, Rodante Marcoleta, and Imee Marcos have yet to issue copies of their SALNs to the media through the Senate secretary.
