Senate okays bill restricting socmed use for minors

Isabelle Pechay

The Senate on Thursday passed on third and final reading a bill restricting the use of social media platforms among individuals below 18 years old to protect them from physical, mental, social and emotional harm.

In a 16-1-0 vote, the chamber approved Senate Bill No. 2424, or the Safe Media Access and Responsible Technology for Kids in Digital Spaces (Smart Kids) Act.

If SB 2424 is signed into law, those below age 18 will not be allowed to register, access, use, maintain, operate, or create an account on any age-restricted social media platform.

International social media platforms operating in the Philippines will also be required to comply with the law, work with authorities in its implementation and designate a representative in the country.

High-risk digital services found violating the proposed law could face administrative fines ranging from P5 million to P20 million for each violation.

Parents and guardians could also face fines of P5,000 to P20,000 or be required to render community service.

The House version seeks a full social media ban for children under 13, while restrictions are sought for those from 13 to 18 years old.
