W. Visayas DepEd: ‘No collection’ for Christmas parties
ILOILO CITY—Public schools in Western Visayas have been reminded to observe a strict no-collection policy and avoid extravagant activities during Christmas celebrations, following a memorandum issued by the regional office of Department of Education (DepEd).
DepEd-6, in a memorandum dated Dec. 5, directed schools to fully comply with national policies discouraging lavish year-end activities and prohibiting the solicitation of cash or in-kind contributions for Christmas parties.
The directive aligned with the Nov. 6 memorandum from Education Secretary Sonny Angara, which reiterated Department of Budget and Management (DBM) Circular Letter No. 2025-11 and DepEd Order No. 052, series of 2022, governing Christmas celebrations within the department.

Under the guidelines, DepEd personnel are strictly prohibited from soliciting money or goods, whether in cash or in kind, for Christmas parties and holiday activities.
Any form of contribution—including food, gifts, costumes, decorations, or party themes—must be purely voluntary.
The memorandum also mandates that Christmas activities be held strictly within school premises, must not extend beyond 4 p.m. and should not be transferred to another venue date or time.
Schools are also encouraged to recycle old Christmas decorations, observe proper food safety standards, and require parental consent from learners prior to participation.
During celebration days, activities must be facilitated by class advisers or teachers, with only authorized stakeholders allowed inside school premises.
Schools are instructed to strictly enforce rules against unauthorized entry and the bringing in of alcoholic beverages, and to comply with existing health protocols set by the Department of Health and local government units.
Post-activity guidelines require that all learners leave the school premises immediately after the celebration, leftovers be properly disposed of, venues cleaned and sanitized, and electrical connections safely de-energized.
DepEd-6 also encouraged schools to coordinate with local law enforcement units when necessary to ensure peace and order.
Schools division offices may issue supplemental guidelines, provided these do not contradict national and regional policies.
The regional office reiterated that the measures are meant to promote prudence, inclusivity, and compassion—especially amid prevailing economic challenges—and to ensure that school Christmas celebrations remain focused on the true spirit of the season rather than material excess.
