In an exclusive interview with the Inquirer Mobile, Senate President Francis Escudero discusses the state of the country’s agricultural sector, including land reform, irrigation, and the challenges associated with using different rice varieties.

He has proposals for modernizing the agriculture sector so that the country can finally become self-sufficient in rice and have food security like its Asian neighbors. But these programs would involve putting in more public funds and consolidating arable lands after the completion of the Comprehensive Agrarian Reform Program.

To address the perennial water shortage, Escudero has some innovative approaches for capturing surface runoff during the rainy season and utilizing it during the summer or droughts. He also endorses the creation of the Department of Water to unify the work of diverse government agencies responsible for managing water resources.
