While money is indeed a problem, the biggest issue is how low the passing rates are. Basic education should keep the passing benchmark at 75 percent and not lower. That way you make quality students who can hold their head up in working society. The levels of the young people being let loose in the workplace are so bad it’s not funny.

So, who are the DepEd officials responsible for such “misuse” of billions of people? How will they be penalized for such? They have to be given the appropriate lessons, otherwise this widespread practice of giving benefits meant for the poor are given to the non-poor big time.
