Citizen participation is only possible if their lives are not threaten. During the time of Duterte, everybody outside his circle was afraid. This government must take steps to prevent a Duterte-type leadership from happening again. Otherwise, it will be repeated and could cause irreparable damage to our country and people with no hope of recovery!
