This is not the bank’s problem, but the person’s problem in knowing they got scammed for an account take over.

For electronic fund transfers, it should be confirmed by the banks to be sure that it is being transacted by the account holder as an added security. SSS pensioners may transfer their pension account to other banks if they think their bank is not giving them enough security.
