Our country and national gov’t. have a long list of corruption scandals in our history since [time] immemorial, and yet, after all that is said and done, everything remains all the same … the status quo or the same old habits do not change a bit.

Writing the wordings to effectively filter out the bad guys is the easy part, putting it in the Constitution is the hard part. Actually this is the easier way than trying to educate the masses on how to choose correctly.
