Not everybody can be singers, dancers and artists but grade five students should be able to read, write and comprehend as their peers are doing all over the world. If there’s a deficiency in our curriculum ( as it showed there is) or teaching method, then we need to improve it. Tackle the problem directly and not look on the sidelines and find solutions there.

The fact that Filipinos are artistically creative proves that we are not dumb (lacking intelligence). But most are poorly-educated, lacking critical-thinking (acquired/ learned in science and math) proven by the results of local and international tests you cited. Fortunately, one can learn the arts (music, visual) on his/her own, although schools/teachers help esp for those who are not “inherently smart”, just like in the sciences.
