Our managers are using the wrong metrics in managing our resources, while ignoring basic water management exercise. Major data gathering is not done properly, no wonder they could not manage our water resources; no wonder we have floods when it rain, flood control corruption, and water shortage during El Niño.

First action, ban real estate development on hills and mountains. Second, new government agency to rollback present developments with prosecution powers for noncompliance.
