Justice will not prevail within the Philippines justice system. The ICC must be allowed in for Duterte and others responsible for the drug war killings can be tried by an international court.

There is that last card that Dutertes can use against BBM and this is the mystery of the 2022 election. While this cheating would also involve Sara, they may use it gauging from their desperate moves in harming BBM and his family.

Until the brutal Dutertes have been neutered, the moderates will continue to support the administration. Once that succeeds, focus would revert to criticizing institutionalized wrongs in government.

I suppose the ICC is estimating the best possible time to do the most effective move. That would add panic to an already psychologically battered group.
