The country has to fix the learning poverty in the primary and secondary levels first which spills into the tertiary level—college graduates have very low passing average in govt exams.

The dept of agriculture can use college students to gather data for the dept in the field. There should be connectivity and template for the DA that can be downloaded in a safe environment with supervision of teacher and municipal’s agricultural officer.
