There is nothing special about the only public high school in the country that passed the Pisa test except effectiveness in getting the knowledge across. Why can’t it be applied all over the country?

I can still recall when the number of students per class when I was in elementary is 30. The teachers were quite competent in teaching their subjects and the books we were using were from the USA which were of excellent quality. Students then can fluently speak in English in Grade 4 and higher. Now, I was shocked that students in high school cannot even compute in long arithmetic in answering a two-digits question and they can barely spell. But they are very good in Dota game and [porn].
