Just look at the old churches: thick walls and high ceilings. make the top most floor a heat shield for floors below. another layer of wall, perforated to let air flow but absorb and dissipate heat. trees and plants.

Retrofitting existing school buildings to “what is needed” would entail a lot of cost. A phase approach could be done as in 1st phase- provide electric fans and plant fast growing non perennials and perennials around schools. 2nd phase- provide insulation against heat on school buildings and equip with airconditioning.
