News reports quoted the 15-year-old asking, “makukulong ba ako?” He did not know, no discernment. Also, he fired only once—hesitant. It was the 14-year-old who did most of the shooting and perhaps the killing.

The courts can only truly appreciate and evaluate a minor’s capacity for moral discernment when guided by empirical findings on adolescent brain development and cognitive maturity.
