This shenanigans happened because crook justices and judges are all over and are partners in crime by the politicians.

Martires enabled Villanueva to do an encore PDAF 2, thanks to his secret ruling in 2019. He is worse than Villanueva.

No one is to blame except the people who continue to elect politicians with a history of corruption. Logically, if we find a certain brand unacceptable, we avoid it. Unfortunately, this concept does not apply during elections.
