These public officials think and feel entitled because of their positions in government. They simply abuse their authority and have a very low regard for following the laws they promulgated.

As long as they’re willing to pay the fine, should be no big deal. What else is the busway except as a revenue generator anyway. If the intent is merely to make it exclusive for buses, they would have placed concrete barriers there or made the buses go counter-flow already, problem solved. Instead, it’s both a fundraiser AND a busway.
