Instead of forcing our students to participate in ROTC, I propose that we assign them the task of replanting forests. Provide them with allowance and shelter while they are on the mountain. Another option is to allow inmates with minimum sentences to sacrifice by planting trees rather than sitting idle in jail.

Departments are simply digging into past programs and recycling them even when those programs have failed.
