How is it that a country prone to disasters, natural and man-made doing exactly what promote these disasters. We are really self-destructive! Clear examples are, denudation of forests, flood control projects massive thievery by high officials, voting criminals to high positions over and over, and no action done to prevent the foregoing.

Project Noah is most useful outside Metro Manila. Metro Manila’s flooded areas are well-known, just ask local residents, transport drivers. Even congressmen, senators, contractors, government officials know where the flooded areas are.
