Who will tell the people in the LGU or in the barangay that they have received funds for so many classrooms? One can’t watch for something one does not know anything about.

The national government should also include the private sector such as PTAs and civil society among the representatives tasked to monitor and conduct review and validation if the building finished fits its construction plan.

Local officials also want to be wealthy … To be safe it is better to shift the risk to the contractors in a Design, Finance Build and Maintain scheme so the builders won’t get paid in one deal until the classrooms are completed and guaranteed to be in compliance with the standard for at least 30 years or life of the infrastructure.
