To paraphrase Drilon: The arrest of Duterte by ICC is a direct indictment of our broken justice system, esp if the victims are ordinary folks. These victims sought this justice thru legal means at home but to no avail.

It’s a puzzlement why families of victims did not file cases against du30 when he was no longer president. maybe the grand plan was to hand him over to the ICC.
